Superintendent's Message

Tony Francis, Ed.D.

Dr. Tony Francis has served as Superintendent of Buena Vista City Schools since July 2021. He oversees the school system, which is the second largest employer in Buena Vista, with more than 1,000 students, over 100 teachers and staff, and an annual operating budget of over $10 million.

Dr. Francis has 34 years of experience working in public education in Virginia. He has served as a teacher, coach, and assistant principal in Lynchburg City Public Schools as well as a high school principal and Director of Elementary and Secondary Education in Bedford County Public Schools. Since 2017 he has served as the Director of Secondary Education and CTE for Bedford County Public Schools.

Dr. Francis earned a Doctorate in Leadership Studies from Lynchburg College, a Master of Education in Educational Leadership from Lynchburg College, and a Bachelor of Arts in Biology from Randolph-Macon College.

It is an honor and privilege to serve as the Superintendent of Buena Vista City Public Schools. I look forward to working with the parents, guardians, students, staff, and community members of this proud city.

The past 12 months have been challenging for every school division in the country. Buena Vista City Public Schools met these challenges head on and provided students with a solid educational foundation. Our staff will continue to provide educational opportunities for students in a supportive school environment. The successes of the school division are a result of the support of the community, the local government, the school board, parents, and our school family.

As your Superintendent I will strive to work collaboratively with all school stakeholders to ensure we meet the needs of our students. When making decisions our team will always strive to put students first. Our focus will continue to be on academics, arts, athletics, the social and emotional well-being of our students, and providing opportunities in these areas for all students. We will strive to build positive relationships with students while providing them a challenging academic environment.
